Why the PPE Issue Register matters

Personal Protective Equipment (PPE) โ€” helmets, safety harnesses, safety shoes, hi-vis vests, gloves, goggles, ear protection โ€” protects construction workers from common site hazards. BOCW Act 1996 + Factories Act 1948 + state-level safety rules mandate PPE provision for all construction workers โ€” at contractor's cost, with documented issuance.

The PPE Issue Register is the formal record of which worker received what PPE, when, condition at issue, replacement cycle. Without this register, BOCW + Labour Department inspector audits result in immediate notices + penalties; in case of a workplace accident, the register is the contractor's defence against liability.

What the register captures

Per-worker entry: - Worker name + Aadhaar / employee code - Date of joining project + issue date - PPE issued list (helmet, shoes, harness, etc.) with quantities - Brand + ID / batch reference - Condition at issue - Worker signature acknowledging receipt - Replacement date(s) (PPE has limited service life)

Standard PPE issue at project start: - Hard hat (IS 2925:1984) โ€” typically replaced annually or after impact damage - Safety shoes (IS 11226 / IS 15298) โ€” typically 6-12 months service life - Hi-vis vest / clothing โ€” for vehicle/equipment areas - Safety goggles (IS 5983) โ€” eye protection for grinding / cutting - Hearing protection โ€” for high-noise areas - Respirator / dust mask โ€” for dust-prone activities - Gloves โ€” varying types: cotton, rubber, cut-resistant - Full-body harness (IS 12254) โ€” for work at heights - Sunscreen / lip protection โ€” for outdoor work in summer

Periodic replacement: - Damaged PPE replaced immediately - Worn items per visual inspection + manufacturer specs - Hardhat: after any visible damage / annual - Harness: after any fall arrest / annual + post-inspection

Common PPE compliance issues

1. No register maintained โ€” PPE issued informally; no audit trail; BOCW inspector fines. 2. PPE not actually worn โ€” issued but workers don't use; supervision lapses; safety failures. 3. Damaged PPE not replaced โ€” workers wear visibly damaged helmets / harnesses; protection compromised. 4. Wrong PPE for task โ€” basic helmet used for chemical splash zone; need chemical-resistant. 5. Visiting workers / contractors' staff โ€” main contractor's register tracks own employees; visitors not covered. 6. No size variety โ€” one-size-fits-all PPE doesn't fit workers properly; reduces effectiveness. 7. No fit-testing โ€” respirators not fit-tested; effectiveness reduced. 8. Stock-outs โ€” replacement PPE not available; workers continue with damaged equipment. 9. No worker training โ€” PPE issued but worker doesn't know how to use correctly (especially harnesses). 10.
