Each row has: item description, IS code reference, unit of measurement (cubic metre, square metre, running metre, tonne, etc.), quantity required, unit rate, and amount. The contractor quotes the rate; the client multiplies rate ร— quantity to get amount. Without a BOQ, tenders are not legally enforceable in India (per CPWD Works Manual and standard FIDIC contract conditions) and disputes over scope become impossible to settle. Every tender from a panchayat to the National Highways Authority of India runs on a BOQ โ€” typically 50-2,000 items long depending on project complexity.

How rates are sourced โ€” and how to use your own

Each structure template ships with CPWD DSR 2023 rates as the default because DSR is the most-cited national reference and reflects fully-loaded Indian rates including labour, material at controlled rate, plant hire, overhead and profit. The CPWD DSR is published in two volumes โ€” Vol 1 (Civil Works) and Vol 2 (Finishing) โ€” and a separate DSR (E&M) Vol 1 + Vol 2 for mechanical-electrical work. Rates valid from October 2023. For your tender or estimate, you'll typically want to override these with your local PWD / SOR rates: state SORs (Maharashtra PWD, Karnataka PWD, Rajasthan RHB, Gujarat WSSB, Bihar RCD, Andhra Pradesh SoR, Tamil Nadu Highways, Telangana SSR, Madhya Pradesh PWD Roads, etc.) typically run 8-15% below DSR; municipal corporation SORs are usually still cheaper. The item codes and descriptions stay DSR-aligned but item codes from your state SOR can be manually added to the same row if needed for tender compliance.
